Enhancing the Resilience of Manitoba’s Winter Roads System

In 1998, a warm winter prevented the construction of roads to 12 communities, forcing the air transport of one million kilograms of food and 10 million litres of fuel at a cost of $15 million to $18 million to the Canadian and Manitoba governments.
- Research conducted by the University of Winnipeg, in partnership with the Prairie Adaptation Research Collaborative (PARC), projected that warming winters would continue to shorten the winter road season. The projections estimated reductions of approximately 5 days in the 2020s, 10 days in the 2050s, and 14 days in the 2080s.
- The Government of Manitoba increased funding for the winter road network to improve adaptive capacity, with funding tripling since 1998 and reaching an annual average of $13 million between 2007 and 2011. Investments focused on upgrading existing roads, constructing new overland routes, and relocating roads away from water bodies to improve safety and extend the operational season.
