This fact sheet presents a Sustainable Asset Valuation (SAVi) assessment of the Bus Rapid Transit (BRT) project in Dakar, Senegal. The analysis compares a traditional financial assessment with an integrated cost-benefit analysis that incorporates six environmental, social, and economic externalities to determine the project's true value to society.

• The Bus Rapid Transit (BRT) project in Dakar is designed to transfer 300,000 passengers per day upon its completion in 2023. The project's total estimated cost is EUR 369,490,000, with financing approved in 2017 from the Senegalese Government, the World Bank, the European Bank, and the Green Climate Fund.
• Traditional financial assessments indicate that the BRT project is not financially viable regardless of passenger demand. However, incorporating externalities—specifically the value of time saved, avoided transportation costs, and discretionary spending—significantly improves financial indicators. For example, in Scenario 1 (BRT), the Internal Rate of Return (IRR) rises from 2.17% to 37.69% when externalities are included.
• The integrated cost-benefit analysis shows that the BRT project generates net benefits across three demand scenarios (standard, low, and high), with total net benefits ranging from CFA 1.7 trillion to nearly CFA 2.7 trillion (USD 2.94 billion to USD 4.61 billion).
• The BRT project is expected to cause a net job loss of 14 per cent within the transportation sector by 2043, as job creation from the project will not fully compensate for losses in other transport modes. Despite this, overall discretionary spending in the economy is projected to increase by 15.6 per cent due to improved mobility creating jobs in other sectors.
