This report applies the Sustainable Asset Valuation (SAVi) methodology to the Rabat bypass road project in Morocco, a 4.1 km toll road including the Mohammed VI bridge. The analysis evaluates the project's financial viability and the impact of various operational risks and external factors, such as carbon costs and accident rates, over a 50-year service life.

- The Rabat bypass project is not financially viable based solely on its own revenues, regardless of the risk scenario modeled. All measured financial indicators, including Net Present Value (NPV), Internal Rate of Return (IRR), and debt coverage ratios, were insufficient.
- Integrating external factors significantly improves the project's financial indicators compared to a conventional analysis. These external factors include the social cost of carbon, the value of time saved, accident costs, and discretionary spending from labor wages.
- The value of external factors is substantial, representing between 13% and 19% of costs for operations and maintenance. The value of time saved and the cost of accidents are identified as particularly high components.
- Reducing maintenance spending leads to a higher number of accidents, and the resulting economic and social costs far outweigh the savings achieved from reduced maintenance activities.
- Among the six simulated risk scenarios, the increase in road works (Case 3), where 200 meters of road are closed annually for reconstruction from 2018 to 2060, represents the highest risk cost.
- Climate change impacts, specifically road damage over 2 km every 10 years (Case 6), lead to a deterioration of all financial indicators due to the cumulative negative effects of climate change.
- The project's construction was funded through a combination of a 212.4 million euro loan from the European Investment Bank, 44.3 million euros in equity from Autoroutes du Maroc (ADM), and 54.6 million euros from the Moroccan state.
