Taller de Lima sobre Minería y Desarrollo Sustentable en las Américas

This report documents the proceedings of the Lima Workshop on Mining and Sustainable Development in the Americas, held from June 27-29, 1998. The event brought together 76 representatives from 11 countries—including industry, government, NGOs, and indigenous peoples—to discuss improving mining policies and practices to ensure they contribute to sustainable development in the hemisphere.

• The workshop participants established a common vision for mining described as "Desarrollo Equilibrado, Armonioso y Sustentable" (Balanced, Harmonious and Sustainable Development). This vision is supported by five strategic objectives: improving living conditions, promoting sustainable technologies and economic development, establishing transparent regulations and policies, internalizing social consensus, and ensuring the democratic participation of stakeholders.
• Participants identified several critical concerns regarding the mining industry, specifically the adverse social and environmental impacts on indigenous peoples and communities dependent on natural resources. Other concerns included the transient nature of mining benefits, the poor reputation of the industry regarding social and environmental considerations, and insufficient dialogue between stakeholders.
• Analysis of multi-stakeholder processes revealed that successful outcomes are linked to early engagement of diverse interests, the use of third-party facilitators (such as NGOs or universities), timely access to information, and the presence of appropriate representatives who truly belong to the groups they represent.
• The workshop highlighted several factors that hinder successful consensus in mining projects, including the creation of unrealistic expectations, insufficient timeframes for complex processes, lack of commitment from certain parties, and internal conflicts within stakeholder groups.
• A key lesson learned is the significant disparity in negotiation capacity between mining companies and local communities. Participants emphasized that communities often lack the necessary information and negotiation skills, necessitating efforts to build local capacity and institutionalize dialogue within sectoral policies.
• The report presents specific case studies illustrating different mining models: the Red Dog Mine in Alaska, where the indigenous Nana community is the primary shareholder and will eventually receive 50% of profits; the Falconbridge Foundation in the Dominican Republic, which invested 5 million dollars in community development with 56% dedicated to education; and the Camisea project in Peru, which involved 200 groups and 40 native communities in a two-way information flow.
