RAPPORT D’ATELIER DE FORMATION RÉGIONAL SUR LA GESTION DES MINES ARTISANALES ET À PETITE ÉCHELLE

This report details a regional training workshop on the management of artisanal and small-scale mining (ASM) held in Yaoundé, Cameroon, from February 26 to March 1, 2018. Organized by the Intergovernmental Forum on Mining (IGF) in partnership with the United Nations Development Programme (UNDP), the event gathered over 50 public and private sector officials from 17 French-speaking African countries to implement the 'IGF Guide for Governments: Managing Artisanal and Small-Scale Mining'.

• The ASM sector in Africa is characterized by significant economic importance, employing approximately 9 million people and providing a livelihood for over 54 million individuals.
• Participants from 17 French-speaking African countries identified a wide array of common challenges in ASM management, including the formalization of activities, lack of technical and human capacity for monitoring, child labor, environmental rehabilitation, and the lack of political will for reform.
• In Cameroon, the government has implemented reforms to improve mining governance, including the promulgation of Law No. 2016/017 on December 14, 2016, which specifically addresses artisanal and small-scale mining.
• The Cameroonian state generates revenue from the ASM sector through a 25% synthetic tax in kind collected from operators engaged in semi-mechanized craftsmanship, resulting in the collection of hundreds of kilograms of gold.
• The workshop utilized a participatory approach that included field visits to gold panning sites in Eséka and stone cutting sites in Pouma, as well as case studies on the regulatory approaches of Cameroon, Guinea, Mauritania, and Morocco.
• The training focused on three phases of ASM management as outlined in the IGF Guide: the 'start-up' phase (establishing working groups and stakeholder consultation), the strategy development phase (defining vision and priorities), and the implementation phase (planning, monitoring, and evaluation).
