• The IGF originated from the 2002 UN World Summit on Sustainable Development in Johannesburg, South Africa, specifically following paragraph 46 of the Johannesburg Plan of Implementation. This plan focused on managing the environmental, economic, health, and social impacts of mining, strengthening stakeholder capacity, and assisting countries with the financial, technical, and administrative capabilities to manage mining operations.
• The IGF was officially launched in February 2005 as a UN Type II partnership, starting with 25 founding member countries. It evolved from an earlier initiative called the Global Dialogue on Mining, Minerals, Metals for Sustainable Development, which involved 53 countries.
• In 2010, member countries ratified the Mining Policy Framework (MPF), a collection of best practices for good governance in the mining sector. The MPF is structured around six pillars: laws, policies and institutions; financial benefits; socio-economic benefits; post-mining transition; environmental management; and artisanal and small-scale mining.
• The IGF Secretariat was hosted and administered by the government of Canada for ten years through Global Affairs Canada and Natural Resources Canada. In October 2015, administration was transferred to the International Institute for Sustainable Development (IISD), with core funding provided by Canada and later joined by the Netherlands in 2021.
• The IGF has grown to include more than 80 member nations. The forum provides technical assistance and capacity building, including a two-phase evaluation process where 18 member governments have had their national frameworks assessed against the MPF.
• The MPF was updated and ratified in November 2023 to address evolving needs, including the increased demand for minerals essential for the energy transition and expectations for more inclusive and equitable practices.
