Historia del Foro Intergubernamental sobre Minería, Minerales, Metales y Desarrollo Sostenible (IGF)

This report details the history and evolution of the Intergovernmental Forum on Mining, Minerals, Metals and Sustainable Development (IGF), from its origins at the 2002 UN World Summit on Sustainable Development to its current status as a global forum of over 80 member countries focused on mining governance and sustainable development.

• The IGF originated from the 2002 United Nations World Summit on Sustainable Development in Johannesburg, South Africa. It was established to address priorities identified in paragraph 46 of the Johannesburg Plan of Implementation, which included managing the impacts and benefits of mining on health, society, the economy, and the environment, as well as supporting governance in resource-rich countries.
• The forum began as a 'Type II partnership' within the UN, initially called the Global Dialogue on Mining, Minerals, Metals and Sustainable Development, led by Canada and South Africa. It officially launched as the IGF in February 2005 with 25 founding member countries.
• In 2010, member countries ratified the Mining Policy Framework (MPF), a reference document containing best practices for good mining governance. The MPF is structured around six pillars: laws, policies and institutions; financial benefits; socio-economic benefits; transition to post-mining; environmental management; and artisanal and small-scale mining.
• The IGF provides technical assistance to member governments through a two-phase evaluation of their national frameworks against the MPF. The first phase involves a country visit and stakeholder interaction resulting in an assessment report on strengths and gaps; the second phase provides technical assistance and capacity building based on those findings. To date, this process has been conducted with 18 member governments.
• The administration of the IGF Secretariat transitioned from the Government of Canada's foreign and natural resources departments to the International Institute for Sustainable Development (IISD) in October 2015. Funding for the Secretariat is provided by the governments of Canada and, since 2021, the Netherlands.
• The IGF has grown to include more than 80 member countries. In 2022, it began updating the MPF to address new challenges, including the increased demand for critical minerals required for the energy transition and the need for more inclusive and equitable practices.
