Éradiquer la faim, accroître les revenus et protéger le climat : Combien cela coûterait-il aux donateurs ?

This report by the International Institute for Sustainable Development (IISD) estimates the public investment required to eradicate hunger, double the incomes of small-scale producers, and maintain agricultural greenhouse gas emissions within Paris Agreement limits by 2030. Using a computable general equilibrium model, the authors determine that donors must increase their annual contributions by 14 billion USD, complemented by 19 billion USD from low- and middle-income countries, to achieve these goals.

• To eradicate hunger and double the incomes of small-scale producers by 2030 while adhering to Paris Agreement emission limits, donors must increase their annual contributions by 14 billion USD. This represents a doubling of current spending, as donors currently allocate 12 billion USD per year to food security and nutrition.
• Official Development Assistance (ODA) alone is insufficient to meet the targets. Low- and middle-income countries must provide an additional average of 19 billion USD per year through increased taxation.
• The combined public investment of 33 billion USD per year is estimated to prevent 490 million people from suffering from hunger and double the average incomes of 545 million small-scale producers.
• Increased public spending is expected to catalyze an average of 52 billion USD in additional annual private investment in primary food production and processed food products.
• The report proposes a balanced investment strategy across three categories of interventions: 'Empowering the excluded' (social protection and vocational training), 'On the farm' (inputs, R&D, and irrigation), and 'Food on the move' (roads and storage). The 'On the farm' category requires the highest donor contribution at 9 billion USD per year, followed by 'Empowering the excluded' at 3 billion USD and 'Food on the move' at 2 billion USD.
• Africa is identified as the region with the greatest need for additional resources, as it is projected to host more than half of the world's undernourished population by 2030. Consequently, two-thirds of additional public spending should be directed toward Africa.
