Did the Climate Ambition Summit Make Enough Progress?

The Climate Ambition Summit resulted in 45 announcements of new or updated Nationally Determined Contributions (NDCs), including ambitious targets from the EU, UK, and Denmark. However, the analysis finds that these commitments often rely on existing policies, remain conditional on unmet financial promises to developing nations, and fall short of the urgent emission cuts required by science to limit warming to 1.5°C.

• The summit produced 45 announcements of new, updated, or revised Nationally Determined Contributions (NDCs), with some of the most ambitious targets coming from the European Union (55% greenhouse gas emissions reductions), the United Kingdom (68%), and Denmark (70%). China also pledged to reduce its economy's carbon intensity by at least 65% from 2005 levels by 2030.
• Climate ambition in developing countries, such as Barbados and the Maldives, remains conditional on developed nations fulfilling financial commitments. Specifically, the 2009 Copenhagen promise to mobilize USD 100 billion annually in climate finance by 2020 will not be met.
• Despite the summit's announcements, current commitments do not align with scientific requirements to limit warming to 1.5°C. The IPCC indicates that 40%–60% emission cuts from 2010 levels are needed by 2030, while the 2020 UNEP Emissions Gap Report suggests the world is on track to exceed 3°C of warming by the end of the century.
• Several major emitters were absent from the summit, including Brazil, the Russian Federation, Australia, and New Zealand. The United States was also officially absent due to its November 2020 exit from the Paris Agreement, though subnational actors and state governors participated.
