Trends in Adaptation Planning: Observations from a recent stock-taking review

This briefing summarizes a standardized review of adaptation actions across 15 African and Asian countries conducted by the International Institute for Sustainable Development (IISD) for the Collaborative Adaptation Research Initiative in Africa and Asia (CARIAA).

• Across the 15 surveyed countries in Africa and Asia, priority areas for adaptation were largely consistent, specifically focusing on human health, fresh water, and agriculture. Other common priorities included fisheries, energy, and the strengthening of disaster risk management capacities.
• While countries are integrating climate change into national development plans and most have started National Adaptation Plan (NAP) processes, there is limited progress in establishing monitoring and evaluation systems for adaptation goals. Additionally, adaptation planning and mainstreaming at the subnational level remain limited, indicating a need for better capacity building for subnational actors and stronger links between national and subnational processes.
• Adaptation programs are active in all surveyed countries, with the highest concentration of programming in the agriculture sector and efforts to improve government implementation capacity and disaster risk management. Conversely, there is more limited programming in other priority sectors, including fisheries, forestry, and health.
