Achieving Sustainable Food Systems in a Global Crisis: Ethiopia

This report provides an evidence-based and costed roadmap for transforming agriculture and food systems in Ethiopia to address hunger, nutrition, and climate change.

• Ethiopia is currently not on track to meet the United Nations Sustainable Development Goals by 2030, with projections indicating that hunger and poverty levels will be higher in 2030 than they are currently. This decline is driven by a combination of factors including the conflict in Tigray, desert locust swarms, an economic slowdown, the COVID-19 pandemic, the Russian invasion of Ukraine—which increased prices for energy, fertilizer, and food—and climate change.
• Sustainable food system transformation in Ethiopia is achievable within the next ten years if public investment is increased by USD 4.6 billion and directed toward a portfolio of interventions that target multiple sustainable development outcomes.
• There is a significant funding gap favoring short-term emergency food assistance over the long-term investments required to achieve Sustainable Development Goal 2. This underfunding of long-term needs increases Ethiopia's vulnerability to crises and shocks, thereby increasing the number of people experiencing poverty and hunger.
• To mitigate future shocks and build resilience, donors are encouraged to increase emergency food assistance while simultaneously linking and complementing it with increased long-term investments.
