A Sustainable Asset Valuation of the Tirana–Durres Railway in Albania

This report provides a Sustainable Asset Valuation (SAVi) of the Tirana–Durres railway in Albania, evaluating the investment costs against the economic, social, and environmental benefits of rehabilitating the line and connecting it to Rinas International Airport.

• The rehabilitation of the Tirana–Durres railway is projected to be highly profitable, with discounted net benefits of EUR 415.51 million over the period from 2023 to 2053, using a 3.5% discount rate.
• The project demonstrates a strong integrated benefit-cost ratio of 4.79 when considering the full scope of avoided costs and added benefits to the region.
• The primary economic and social drivers of the project's value are the reduction in vehicle operating costs due to a shift from road to rail, followed by time savings and health improvements resulting from increased physical activity and reduced air pollution.
• The Tirana–Durres metropolitan region is a critical economic hub, containing 48% of Albania's GDP and 37% of its population, yet it suffers from an outdated railway network that has lacked sufficient maintenance or investment for 25 years.
