The report analyzes the reliance of BRICS nations on fossil fuel revenues and subsidies, urging a strategic shift in fiscal policy to diversify economies and support vulnerable groups during the clean energy transition.

• BRICS governments face potential revenue decreases due to the clean energy transition, driven by falling fossil fuel prices and a long-term decline in the absolute volume of production and consumption.
• In 2017, the proportion of general government revenue derived from fossil fuel production and consumption varied significantly across BRICS: Russia had the highest at 23.6 per cent, followed by India at 17.8 per cent, Brazil and South Africa at 6.8 per cent each, and China at 4.2 per cent.
• Fossil fuel subsidies are currently eroding government budgets; phasing them out would simultaneously increase revenues and accelerate the transition to clean energy.
