2013 ADAPTool Application Strengthening Adaptive Capacity in Four Canadian Provinces: ADAPTool analysis of selected sectoral policies

This synthesis report describes the 2013 application of the Adaptive Design and Policy Assessment Tool (ADAPTool), an Excel-based tool developed by the International Institute for Sustainable Development (IISD) to evaluate how existing policies and programs align with adaptive characteristics in response to external stressors.

• The ADAPTool is designed to perform two types of assessments: evaluating the capacity of existing policies to support adaptation measures for target groups facing a specific stressor, and assessing the general adaptability of the policies themselves to respond to defined or unforeseeable future changes.
• In 2013, the IISD tested the ADAPTool across four Canadian provinces to refine the tool for wider use and to integrate climate adaptation awareness into policy processes. The application involved the analysis of 27 policies, including regulations, programs, and seven goals from a provincial Water Security Plan, spanning the sectors of agriculture, forestry, water, and parks and protected areas management.
