A Sustainable Asset Valuation of the Mass Rapid Transit System in Bogota, Colombia

This report provides a Sustainable Asset Valuation (SAVi) of Metro Line 1 in Bogota, Colombia, the country's first modern metro system. The assessment evaluates the economic, social, and environmental impacts of the fully electric and automated mass rapid transit (MRT) system, focusing on its ability to reduce congestion and increase employment access for a population exceeding 8 million.

• The Metro Line 1 MRT system is projected to be highly profitable, with cumulative discounted net benefits (2022–2058 at 3.5%) reaching USD 2,051 million in a scenario with an 8% modal shift from private transport and USD 6,177 million in a scenario with a 16% modal shift.
• The integrated benefit-cost ratio for the project is estimated at 1.5 per USD 1 invested for the 8% modal shift scenario and 1.9 per USD 1 invested for the 16% modal shift scenario.
• The most significant positive added benefits identified for the MRT system are the increase in retail revenues near stations and health improvements resulting from lower air pollution and increased physical activity.
• The MRT system is designed as a fully electric and automated elevated line connecting the city centre with northern and southern districts to address the challenges of a city ranked as one of the most congested globally.
