Sustainable Asset Valuation of Sherwan Hill Adventure Park in Abbottabad, Pakistan

An economic valuation by the Nature-Based Infrastructure Global Resource Centre finds that investing in the rehabilitation of Sherwan Hill Adventure Park in Abbottabad, Pakistan, yields a return of USD 2.49 for every USD 1 spent over 30 years. The project, part of the Khyber Pakhtunkhwa Cities Improvement Project, aims to combat the effects of rapid urbanization (3.5% annual growth) and climate change—including flash floods, landslides, and the urban heat island effect—by expanding green infrastructure to improve public health and climate resilience.

• The revitalization and expansion of Sherwan Hill Adventure Park in Abbottabad is projected to yield a return of USD 2.49 for every USD 1 invested over a 30-year period. This return, totaling PKR 1.8 billion in added benefits and avoided costs, is driven by carbon storage, health benefits, job creation, increased visitor spending, and improved property values.
• Abbottabad is experiencing an annual expansion rate of 3.5%, which is straining transport infrastructure, wastewater treatment, and water supply. These pressures are compounded by climate change effects such as intensified monsoon rains, unpredictable rainfall, frequent droughts, and temperature increases, leading to economic losses, landslides, and severe flooding.
• The decline of green spaces in Abbottabad is worsening air quality and the urban heat island effect, which negatively impacts human health. The rehabilitation of Sherwan Hill Adventure Park (formerly Shimla Hill Park) aims to mitigate these risks, specifically targeting extreme heat, landslides, and flash floods while improving the mental and physical health of citizens.
• The Khyber Pakhtunkhwa Cities Improvement Project was established by the Asian Infrastructure Investment Bank (AIIB), the Asian Development Bank (ADB), and the Government of Khyber Pakhtunkhwa to strengthen climate resilience and improve public health through solid waste management, water and sanitation services, and green infrastructure.
