Sustainable Asset Valuation of Sherwan Hill Adventure Park in Abbottabad, Pakistan

The report evaluates the revitalization of Sherwan Hill Adventure Park in Abbottabad, Pakistan, as part of the Khyber Pakhtunkhwa Cities Improvement Project. Using the Sustainable Asset Valuation (SAVi) methodology, the analysis compares a nature-based infrastructure scenario—including reforestation and expanded green areas—against a business-as-usual scenario. The findings indicate that the project provides a significant return on investment, with every USD 1 spent yielding USD 2.49 in benefits over 30 years, totaling PKR 1.8 billion in avoided costs and gains across health, employment, property values, and climate resilience.

• The rehabilitation and expansion of Sherwan Hill Adventure Park is projected to return USD 2.49 in benefits for every USD 1 invested over a 30-year period, which is equivalent to PKR 1.8 billion in added social, economic, and environmental benefits and avoided costs.
• Abbottabad is experiencing an annual expansion rate of 3.5%, which strains water, wastewater, and transport infrastructure, while climate change increases the frequency of droughts, unpredictable rainfall, and intensified monsoon rains leading to landslides and flooding.
• The project, implemented via the Khyber Pakhtunkhwa Cities Improvement Project by the Government of Khyber Pakhtunkhwa, the Asian Development Bank (ADB), and the Asian Infrastructure Investment Bank (AIIB), aims to mitigate flash floods, landslides, and extreme heat while improving air quality and public health.
