A pro-employment macroeconomic policy framework for Africa

This executive summary of Chapter 4 of the Global Employment Policy Review (Second edition) argues that traditional market-centric macroeconomic policies focused on stabilisation have failed to generate employment in Africa. It proposes a transformative macroeconomic policy framework that integrates macroeconomic, sectoral, and labour market policies to drive structural transformation and decent employment.

• Economic growth in African countries since 2002 has not consistently led to improved employment outcomes, a disconnect attributed to a lack of structural transformation characterized by high commodity dependence and low economic diversification. This situation was further exacerbated by the COVID-19 pandemic, which is expected to reverse previous employment gains.
• The authors argue that existing market-centric macroeconomic policy regimes focused on 'stabilisation' are insufficient for employment generation. They propose an alternative pro-employment framework based on four postulates: the need for coordination across macroeconomic, sectoral, and labour market policies; a leading role for macroeconomic policy; the use of both demand- and supply-side measures in the short and long run; and the direct targeting of employment objectives.
