BORRADOR INFORME DE LA QUINTA REUNIÓN DE LA CONFERENCIA DE LAS PARTES
Summary
The Fifth Meeting of the IAI Conference of the Parties (CoP) focused on updating the institute's scientific agenda, approving administrative budgets, and expanding financial resources. Key outcomes included the re-election of Director Armando Rabuffetti, the establishment of the Program to Expand Scientific Capacity in the Americas (PESCA), and the approval of a revised scientific agenda covering climate variability, ecosystem studies, atmospheric composition, and integrated assessments. The meeting also saw the election of a new Executive Committee and the signing of funding agreements with Argentina and Brazil.
Key insights
- The CoP approved a Revised Scientific Agenda organized into four primary themes: understanding climate variability in the Americas (including ENSO and hydrology), comparative studies of ecosystems and biodiversity, changes in the composition of the atmosphere, oceans, and fresh water (including ozone and greenhouse gases), and integrated assessment and human dimensions.
- To address funding gaps and increase inclusivity, the CoP approved the Program to Expand Scientific Capacity in the Americas (PESCA). This five-year program (1998-2003) with an annual budget of US$300,000 aims to increase IAI funding for countries not adequately involved in research programs, providing grants between $10,000 and $30,000.
- The IAI set a financial goal to invest US$10 million by 2001. Strategies to achieve this include doubling current program funding over three years, establishing at least one Funding and Resource Agreement per country within two years, and creating a Fundraising Working Group to seek external resources.
- The Scientific Advisory Committee (SAC) reported that while 4,000 scientists have been involved, resource shortages meant only one in ten proposals could be funded. Selection criteria for funding included scientific excellence, human resource and infrastructure development, involvement of at least four countries, and relevant policy dimensions.
- The CoP re-elected Dr. Armando Rabuffetti as Director of the IAI for a second three-year term.
- The meeting resulted in the formalization of financial and collaborative ties through a Funding and Resource Agreement signed with Argentina and a letter of understanding signed with the National Council for Scientific and Technological Development (CNPq) of Brazil.
