Transformando la gobernanza del agua en América del Sur: de la reacción a la adaptación y la anticipación

The GovernAgua project analyzed six river basins in Argentina, Brazil, and Uruguay to identify how to improve water governance in the face of complex crises. Findings indicate that while water crises often lead to improved biophysical monitoring, responses remain predominantly reactive. The project advocates for a shift toward anticipatory governance, interdisciplinary practices, and stronger science-policy-society dialogue to address the fragmented management between environmental protection and agricultural productivity.

• Water crises in South American river basins are complex issues resulting from a combination of ecological, climatic, economic, and governance factors, and are closely linked to land-use management practices.
• Despite a transition toward integrated water management, a significant challenge persists in the fragmented governance between institutions responsible for agricultural productivity and those managing environmental protection in Argentina, Brazil, and Uruguay.
• Water crises typically result in improved monitoring of biophysical indicators, but the overall responses remain reactive, highlighting a need for stronger anticipatory capacities to manage uncertainty.
• Basin committees with longer operational histories are generally better equipped to respond to water crises, as evidenced by the PCJ committee in Brazil which quickly established a Drought Working Group during the 2014 São Paulo drought.
• Specific basin-level improvements include the development of water demand projections in the PCJ case and the creation of a turbidity measurement platform involving water cooperatives in the Chubut case.
