Report of the IAI Directorate

The Report of the IAI Directorate provides an update on the Inter-American Institute for Global Change Research's science programs, international cooperations, country relations, and training initiatives as of November 2007. It details the transition from the CRN I program to CRN II, the administration of Small Grants for Human Dimensions, and various funding proposals submitted to the MacArthur Foundation and IDRC. The report also outlines efforts to resolve budget contribution arrears in Guatemala and Uruguay and plans for several training institutes focused on information management, climate risk, and urban responses to climate change.

• The CRN I program is scheduled to close on November 30, 2007, with remaining funds dedicated to synthesis and dissemination, including the publication of several papers and the translation of the SCOPE/IAI book into Spanish.
• The IAI has faced significant delays in the signing of CRN II agreements and sub-agreements, particularly within US grantee institutions, due to the complexity of the IAI agreement. The Directorate suggests that an endorsement from the National Science Foundation (NSF) could facilitate this process.
• The IAI secured a USD 450,000 grant from the MacArthur Foundation, approved on September 19, 2007, for a project titled “An assessment of research and institutional needs to cope with the effects of Climate Change on Andean Biodiversity”. Additionally, a proposal for CAD 440,000 regarding landuse, hydrology, and climate in the La Plata basin was submitted to the IDRC and is expected to be funded.
• The IAI is working to resolve non-payment of core budget contributions from member countries. In Guatemala, the lack of payment is attributed to the absence of a designated responsible institution following the senate's decision to join. Uruguay has not made payments since its initial contribution upon joining.
• The IAI submitted a proposal to the NSF on July 15, 2007, requesting US$ 300,000 to support four training institutes between 2007 and 2009. These planned institutes focus on Information Management (Panama), Risk and Adapting to Climate Change (Honduras), Managing Semi-arid River Basins (Brazil), and Cities’ Responses to Climate Change (Chile).
• At the Americas summit meeting of agricultural ministers in Guatemala in July 2007, the IAI presented on global change and agriculture, noting that while mitigation offers opportunities for biofuels and production diversification, adaptation will require a shift from agricultural management to landscape management.
