Resolutions 19th CoP IAI

The 19th Special CoP of the IAI resolved to transition the IAI Directorate to a distributed model across Argentina, Brazil, and Uruguay to address operational challenges and expand science-policy capabilities. The resolution establishes a tripartite structure where Argentina hosts communications and policy, Brazil hosts science development, and Uruguay manages overall coordination and finance. • The IAI Directorate faced significant operational challenges in Brazil, including unstable staffing due to subcontracting issues where staff were "repeatedly dismissed and partially rehired," and difficulties with banking laws that forced many transactions to be "conducted in cash."
• The CoP identified a need for expanded capabilities to link global climate and regional environments to policy, noting that the Directorate lacked the structure to develop the "synthesis, assessments and science necessary to link global climate and regional environments."
• The CoP resolved to implement a distributed Directorate based on a tripartite offer from Argentina, Brazil, and Uruguay to strengthen the IAI's capacity to "understand and deal with global change."
• Under the approved tripartite model, specific functions are distributed as follows: communications and policy in Buenos Aires, Argentina; science development in São José dos Campos, Brazil; and overall coordination, integration, and finance in Montevideo, Uruguay.
• The new structure requires two additional Directors—one for science development and one for communications and policy—both reporting to the Executive Director, and must be implemented in a manner that is "neutral to the IAI Core Budget."
• An ad hoc committee consisting of representatives from Argentina, Brazil, Canada, Uruguay, and the United States was established to prepare a detailed proposal by May 25, 2012, for consideration by CoP-20.
