Resolutions 19th CoP IAI

This report details the resolutions and decisions made during the 19th Special Conference of the Parties (CoP) of the Inter-American Institute for Global Change Research (IAI), held on February 15, 2012, in Arlington, Virginia. The primary focus of the meeting was addressing operational challenges within the IAI Directorate and approving a tripartite proposal to distribute the Directorate's functions across Argentina, Brazil, and Uruguay to enhance science-policy integration and operational stability.

• The IAI Directorate faced significant operational challenges regarding its staff provided by the Government of Brazil, who were under subcontracts that led to repeated dismissals and partial rehirings over the previous six years. Additionally, the salary structure of these subcontracts could not accommodate the requirement for staff to be at least tri-lingual.
• Other operational difficulties included the lack of established privileges and immunities for staff, resulting in most IAI staff being required to pay Brazilian income tax. Furthermore, banking laws complicated operations in foreign currencies, necessitating that many transactions be conducted in cash.
• The CoP approved a tripartite proposal to distribute the IAI Directorate's functions across three countries to improve the link between science and policy and expand regional capabilities. Under this model, the IAI would establish two new Director positions: one for science development and one for communications and policy, both reporting to the Executive Director.
• The specific distribution of the tripartite Directorate functions is as follows: the Science Development office will be hosted in São José dos Campos, Brazil; the communications and policy office will be hosted in Buenos Aires, Argentina; and overall coordination, integration, and operations management and finance functions will be hosted in Montevideo, Uruguay.
• An ad hoc committee consisting of representatives from Argentina, Brazil, Canada, Uruguay, and the United States was established to prepare a detailed tripartite proposal. This committee, chaired by Canada (pending ministry approval), was tasked with delivering a report by May 25, 2012, for consideration by CoP-20 on June 27-29, 2012, with a goal of implementation by the end of 2012.
