Annual Program

The Inter-American Institute for Global Change Research (IAI) Annual Program for 2006/07 outlines a strategic shift toward integrating scientific excellence with policy relevance and adaptation to global change. The plan focuses on consolidating cooperative research networks, enhancing administrative efficiency, expanding capacity building through training institutes, and strengthening partnerships across the Americas to create a 'network of networks' for science and capacity building.

• The IAI is implementing six major strategies endorsed by the Executive Committee in December 2002 to fulfill its mandate for 2006/07. These include expanding cooperative research networks, prioritizing projects that link global change research with sustainable development, focusing capacity-building on scientifically weak member countries, synthesizing regional knowledge, improving the dissemination of research for decision-making, and brokerage of regional expertise.
• The IAI is transitioning from the Collaborative Research Network (CRN I) program, which concludes on 31 May 2006, to the implementation of CRN II in 2006. A key goal for CRN II is to address the under-representation of human dimensions and develop a more balanced science portfolio with policy relevance.
• The IAI is establishing a Program on Climate Variability in the Americas in cooperation with the Center for Weather Forecast and Climate Studies (CPTEC). This two-year renewable program will offer co-sponsored research internships for 3 to 6 participants per year, with estimated costs of US$6K per participant to the IAI and US$20K to CPTEC.
• The Directorate is optimizing administrative processes through the implementation of an Employee Handbook, a Project Management Manual, and a Grant Agreement. Additionally, a Procurement Manual is being finalized with the Financial and Administrative Committee to ensure uniform interpretation of policies and contractual requirements.
• The IAI is expanding its training and capacity-building efforts through joint Training Institutes planned for 2006-2008. These will focus on multidisciplinary topics including disaster risk reduction (with ISDR), climate variability impacts on socioeconomic sectors (with IRI), and global change and agriculture production (with IICA).
• The IAI is enhancing its digital infrastructure by extending its electronic proposal and report submission system to include registrations for training institutes and events. It also aims to maintain the DIS portal, integrate it with a system at Florida International University, and maintain data links with LBA.
