De la ciencia a la toma de decisiones: abordando la complejidad de las técnicas emergentes de intervención climática en las Américas

This report details the outcomes of a multilateral simulation workshop held in Bogotá, Colombia, in October 2025. Organized by the Inter-American Institute for Global Change Research (IAI), the Alliance for Just Deliberation on Solar Geoengineering (DSG), and The Degrees Initiative, the event aimed to strengthen the capacity of government representatives and researchers from Latin America and the Caribbean (LAC) to engage in international deliberations regarding Solar Radiation Modification (SRM).

• Participants identified a critical need to expand regional research to understand the physical and socioeconomic impacts of Solar Radiation Modification (SRM) in Latin America and the Caribbean, suggesting the creation of a centralized database or portal to improve access to existing evidence.
• The workshop highlighted a tension between the region's relatively low global emissions and its high vulnerability to climate impacts, leading to discussions on historical responsibility and the distribution of risks and benefits associated with SRM.
• There is a concern that SRM could create a 'moral hazard' by discouraging efforts toward climate mitigation and adaptation, potentially impacting commitments made under the Paris Agreement, including Nationally Determined Contributions.
• Participants noted that the hypothetical nature of SRM and the associated scientific uncertainties make it difficult to maintain political attention, emphasizing the need to strengthen science-policy interfaces and establish long-term state policies to ensure institutional continuity beyond short political cycles.
• The group emphasized that any future SRM governance regime must be rooted in principles of climate justice, equity, and biodiversity protection, and specifically called for the free, prior, and informed consent of Indigenous Peoples and local communities for studies conducted on their traditional territories.
• To improve participation in multilateral forums, participants suggested strengthening South-South and triangular South-South-North cooperation, focusing on improving data access and creating synergies between research centers and universities.
