Artículo XI del Acuerdo para la Creación del Instituto Interamericano para la Investigación del Cambio Global: Asociados del Instituto. El Centro de Ciencia del Clima y la Resiliencia (CR2)

This briefing, prepared by the focal point of Chile for the 32nd meeting of the Conference of the Parties of the Inter-American Institute for Global Change Research (IAI), proposes that the Climate Science and Resilience Center (CR2) based in Santiago de Chile be invited to become an Associate of the IAI.

• Chile has formally requested that the Conference of the Parties invite the Climate Science and Resilience Center (CR2) of Santiago de Chile to become an Associate of the IAI, asserting that the center meets the requirements of Article XI of the Agreement.
• The CR2 focuses on expanding its research scope to South America and the Antarctic territory. Its research objectives include characterizing extreme weather and climate phenomena, physical and biogeochemical coastal processes, and human activities that exacerbate climate change, as well as evaluating risks to populations and ecosystems to improve climate governance and resilience.
• The CR2 has significantly influenced public policy in Chile through several key contributions: it provided the precedent for the 2022 Framework Law on Climate Change (Ley Marco de Cambio Climático) and the creation of the Climate Change Law Observatory; it proposed concepts such as the principle of just climate action to the Constitutional Convention (2021-2022); and it contributed to the design of Chile's Nationally Determined Contribution (NDC) presented at COP25.
• In the field of climate services, the CR2 co-led the creation of the Climate Risk Atlas of Chile (ARClim) in 2018 for the Ministry of the Environment, which provides national and municipal data on climate vulnerability across 12 sectors. Additionally, the center has developed 14 open-access climate services, including hydroclimatic explorers and databases on air pollution and water security.
• Under Article XI of the Agreement, the Conference of the Parties can invite external states, intergovernmental organizations, industries, and non-governmental or private organizations to become Associates. Current Associates include ten organizations such as the American Association for the Advancement of Science (AAAS), Future Earth, and the São Paulo Research Foundation (FAPESP). Associates may participate as observers in Conference of the Parties meetings and collectively appoint one member to the Scientific Advisory Committee.
