Impacto del subsidio a la tarifa eléctrica sobre la extracción de agua para uso agrícola en el municipio de Hermosillo, Sonora

This research paper examines the overexploitation of aquifers in Mexico, specifically focusing on the municipality of Hermosillo, Sonora, where agricultural water consumption exceeds aquifer recharge and is driven by subsidies.

• The number of overexploited aquifers in Mexico increased from 35 in 1975 to over 100 in 2002 and 123 by 2009, with many located in the arid northern regions. These aquifers have a combined deficit of 5,490 million cubic meters (Mm3), averaging 44.6 Mm3 per aquifer.
• In the municipality of Hermosillo, the Costa de Hermosillo and Mesa del Seri-La Victoria aquifers supply a city of over 700,000 inhabitants and approximately 65,000 hectares of irrigated land. Water supply in the city is restricted by inefficient management of the drinking water agency and the deterioration of water sources.
• To address water needs, the Independencia Aqueduct was opened in 2013 at a cost of nearly four billion pesos, capable of transporting 75 Mm3 over 152 km from the Yaqui river basin. Despite this, agriculture in the municipality consumes over 570 Mm3 annually, exceeding aquifer recharge, largely due to subsidies encouraging planting.
