Adaptation in Collaborative Governance Regimes

This research paper examines the relationship between collaborative governance regimes and institutional adaptation, identifying four dimensions of capacity—structural arrangements, leadership, knowledge and learning, and resources—that enable adaptive action. The authors distinguish between collaborative capacity and adaptive capacity, arguing that the former generates the latter to facilitate institutional adaptation, using a case study of watershed management within the National Estuary Program to illustrate these linkages.
