Resilience Insights

The Resilience Insights report by the Global Resilience Partnership (GRP) synthesizes evidence from innovation challenges and partner programs to identify effective strategies for building resilience in vulnerable communities. It emphasizes a shift from reactive to systemic, transformative approaches, highlighting five key intervention areas: nature-based solutions, empowerment of marginalized groups, information/technology, inclusive finance, and low-cost infrastructure. The report argues that effective programming must be systemic, layered, inclusive, and long-term, moving beyond short-term project cycles to achieve sustainable, non-linear transformational change.

• The GRP identifies five primary intervention areas that leverage multiple resilience and well-being outcomes: nature-based solutions, empowering marginalized groups, information and technology, inclusive finance and markets, and low-cost infrastructure. For example, nature-based solutions are described as more adaptive to shocks than 'grey infrastructure'.
• Effective resilience programming requires a systemic and holistic design rather than isolated interventions. Key components include being 'systemic by design', layering and linking interventions to create redundancy, creating agile networks, promoting equity and inclusion through decentralized decision-making, and utilizing cycles of innovation, learning, and scaling.
• Empowering women and marginalized groups is essential for sustainable resilience. The report advocates moving from 'gender sensitive' (addressing specific needs) to 'gender transformative' approaches that tackle underlying socio-cultural and economic structures to ensure equal power sharing.
• The provision of climate and weather information is critical for resilience. The report highlights that early warning systems (EWS) and digital tools enable users to act on weather information, with one project delivering EWS information to approximately 1.2 million people.
• Innovative financial services, such as risk-contingent credit (RCC) which embeds insurance within credit, improve the ability of communities to plan for and respond to threats. In Wajir, Kenya, a sharia-compliant financial product was designed to support livestock system market functions.
• Low-cost, scalable infrastructure can significantly reduce risk exposure. An example is the 'Roads for Resilience' approach in Ethiopia and Kenya, which captures rainwater runoff from roads for agriculture, benefiting over 3 million people in Ethiopia.
• The report recommends that donors and implementers move toward longer planning horizons, as two or three years are insufficient for systemic change. It suggests hybrid modalities that combine challenge funds with phased grant funding and policy work.
• Climate change is projected to push 100 million people into poverty by 2030, increasing to 720 million by 2050, with sub-Saharan Africa and South Asia being particularly at risk.
