MAPPING OF GLOBAL AND REGIONAL RESILIENCE INITIATIVES

The Global Resilience Partnership (GRP) has compiled a directory of resilience-focused initiatives, categorising them into funds and financing facilities, networks and alliances, organisations, and specific programmes and projects. The mapping covers a wide array of mechanisms, from large-scale funds like the Green Climate Fund to specialised regional initiatives such as the Africa Risk Capacity and the Caribbean Catastrophe Risk Insurance Facility. These initiatives target various sectors including agriculture, urban infrastructure, water management, and financial risk disclosure, with a strong emphasis on supporting Least Developed Countries (LDCs), Small Island Developing States (SIDS), and vulnerable populations.

• The document identifies a diverse range of financial mechanisms designed to build resilience, including blended finance structures, risk pools, and results-based financing. Examples include the Climate Resilience and Adaptation Finance and Technology-transfer Facility (CRAFT), which uses a "Blended finance structure that includes public, private, and philanthropic investors", and the Caribbean Catastrophe Risk Insurance Facility (CCRIF), which operates as a "multi-country risk pool and insurance instrument".
• Significant efforts are directed toward the resilience of the urban poor and city infrastructure. The Building Climate Resilience of the Urban Poor (BCRUP) initiative targets "150 million slum dwellers in 140 ‘hot-spot’ cities across 50 countries" by 2023, with a long-term goal to reach "600 million slum dwellers". Additionally, the Leadership of Urban Climate Investments (LUCI) aims to link "1000 climate smart urban infrastructure projects to finance by 2025".
• There is a strong regional focus on African agricultural and food security resilience. The Adaptation of African Agriculture Initiative (AAAI) works to "reduce the vulnerability of African agriculture to climate change", while the AGIR initiative focuses on the Sahel and West Africa to build resilience to "recurrent food and nutrition crises".
• The mapping highlights several initiatives specifically dedicated to the unique vulnerabilities of Small Island Developing States (SIDS) and Least Developed Countries (LDCs). This includes the Debt Swap initiative to address the "debt burden that SIDS face" and the Least Developed Countries Fund (LDCF), established to support LDCs in the "preparation and implementation of national adaptation programmes of action (NAPAs)".
• Knowledge brokering and the standardisation of metrics are identified as key components of the resilience landscape. The International Platform on Adaptation Metrics (IPAM) was established because "There is no single global universal metric for adaptation progress", and the Climate Knowledge Brokers (CKB) Group coordinates around "150 leading global, regional and national knowledge brokers".
• Nature-based solutions and ecosystem management are central to many mapped initiatives. The Global Campaign for Nature commits to "conserving 30% of the Earth’s land and ocean by 2030", and the Friends of Ecosystem Based Adaptation (FEBA) promotes the integration of "Ecosystem-based Adaptation (EbA)" into international policies and negotiations.
