GLOBAL RESILIENCE PARTNERSHIP INDICATOR GUIDANCE 2024-2029

The Global Resilience Partnership (GRP) Indicator Guidance 2024-2029 provides a framework for grantees and partners to monitor and report progress on resilience-building activities. The system categorizes indicators into four core metrics (people supported, investments mobilised, people more resilient, and organisations supported) and three specialized work areas: Innovation, Knowledge, and Policy.

• The GRP utilizes four core indicators to track overall progress, with CORE1 (People supported) and CORE2 (Investments mobilised) being mandatory for all grantees. CORE3 (People more resilient) is mandatory specifically for 'Scale grantees' receiving between USD 250,000 and USD 1,500,000, while CORE4 (Organisations supported) is listed as an indicator required as applicable.
• CORE1 measures the total number of people receiving support as a proxy for building resilience, encompassing financial resources, innovations, training, or information. It excludes low-intensity support, such as people simply residing within an administrative area receiving capacity building or a country with a strengthened weather monitoring system. Disaggregated reporting by sex is mandatory.
• CORE2 tracks investments mobilised in U.S. dollars (USD) to capture additional financing and resources in the humanitarian and development sectors. This is divided into three categories: investments mobilised by grantees (CORE2a), investments directly leveraged through the GRP Secretariat (CORE2b), and investments indirectly leveraged through GRP Partners (CORE2c).
• CORE3 measures whether GRP support improved resilience, defined as the 'ability to persist in prolonged crises, adapt to and manage risks from sudden events and to transform positively in the face of change'. To report on this indicator, four mandatory requirements must be met: monitoring of shocks/stresses, operationalization of resilience or well-being variables, collection of base and end line data, and performance of counterfactual analysis using a control group.
• Innovation indicators (INN1-6) track various outcomes including the area of land under innovation in hectares (INN1), net carbon reduced or avoided in tCO2e (INN2), and the creation of jobs measured in Full-Time Equivalents (FTE), where one FTE equals 260 days excluding weekends or 12 months (INN5).
• Knowledge indicators (KNO1-3) monitor the generation of knowledge products and events, the number of people accessing these products, and the number of people trained. Training is strictly defined as requiring a setting for teaching, a formally designated instructor, and a defined curriculum or learning objectives.
• Policy indicators (POL1-3) track the lifecycle of resilience-related policies through three stages: 'engaged with' (analysis, debate, or drafting), 'proposed/adopted' (formal proposal by an authority or official approval), and 'implemented' (the measure is in force and being executed effectively).
