Out Now: From Informality to Impact: The Untapped Potential of Scaling Urban Resilience Innovation in Informality

This executive summary describes a study of approximately 130 urban resilience solutions implemented by for-profit and not-for-profit organisations in Global South cities, specifically focusing on informal contexts such as informal settlements and economies.

• Urban resilience solutions implemented by non-state actors in informal contexts are generally in the early stages of development and testing, indicating that the maturity of these solutions is still in incipient phases despite a general consensus on the need for action.
• While philanthropic and research grants are essential for early-stage development, cases where municipalities provide long-term uptake and ownership are isolated. There is a need for hybrid financial instruments, business models, and better coordination among funders and stakeholders to support solutions throughout their full lifecycle.
• Investments in urban resilience within informal contexts produce co-benefits beyond climate resilience, including improvements in gender equity, livelihoods, access to green jobs, health and wellbeing outcomes, sustainable development, and urban biodiversity.
• Currently, only 1.2% of urban climate investments are directed toward resilience solutions and climate change adaptation. Public sector and municipal finance alone are insufficient to close the existing funding gap.
