The 'Ascensão e Queda 2025' report by Global Energy Monitor and partners tracks the global coal power pipeline as of April 2025. • The United Kingdom became the sixth country to completely eliminate coal power since the 2015 Paris Agreement after closing its final coal plant in 2024. In the EU27, coal retirements quadrupled from 2.7 GW in 2023 to 11 GW in 2024, primarily driven by Germany's 6.7 GW of retirements.
• In Latin America, no new coal units were commissioned in 2024, and development capacity fell to 0.8 GW. Brazil holds the region's last proposal for a plant larger than 0.1 GW (the 0.6 GW Ouro Negro plant), though it has remained stalled for years.
• The Brazilian government spent an average of R$ 1.07 billion (US$ 185 million) annually on coal electricity subsidies between 2020 and 2024. There is a legislative risk that subsidies could be extended to 2050, potentially involving R$ 92 billion (US$ 16 billion) in contracted subsidies.
• Chile has closed 11 coal plants since 2018, including the 0.3 GW Nueva Tocopilla plant in 2024. However, a draft Decarbonization Plan from November 2024 faced criticism for endorsing ammonia co-firing at the 0.8 GW Guacolda plant.
• Colombia aims to phase out coal power by 2030, though its 'Just Energy Transition' scenario in the 2023–2037 Generation Expansion Indicative Plan predicts complete elimination by 2037. A February 2025 roadmap proposes a credit line to help state-owned companies Gecelca and Gensa transition to renewables.
