GEC Steering Group, Wednesday 5th October 2022– MINUTES

• The GEC Steering Group approved a shift in its communication narrative from COVID-19 recovery to one focused on an 'interdependent world' facing 'system vulnerabilities' across energy, food, weather, and debt. This new framing, described as 'omni-crisis – get serious – get structural', aims to advocate for structural policy interventions rather than just project-based outcomes.
• The GEC intends to use the G20 as a vehicle to build its 'political economy skills' and global influence. While the group acknowledged it was too late for a formal G20 intervention for the November 2022 Heads of State meeting in Indonesia, they decided to produce a 'media product' targeting the economy and leader streams, specifically focusing on the OECD-led G20 Enhanced Structural Reform Agenda (ESRA).
• Steering Group members identified several critical policy priorities for GEC's advocacy, including debt relief, energy, food, SMEs, nature, and social protection. They emphasized the need to address the 'lack of fiscal space' in countries in crisis and to frame the transition as both an 'existential threat' and an 'opportunity' for jobs and private finance.
• The GEC 2022 annual work plan includes five strategic themes: delivering existing contracts (such as E4N and EC Finance dialogues), establishing a 'Shared Global Green Deal' for policy influencing, expanding 'Social Contract' work on inequality and inclusion, refreshing storytelling and communications, and building the coalition network through regional hubs.
• As part of its network expansion, GEC is developing a global hub to support a 'decentralised, impactful, learning and action network', establishing a GEC Europe office hosted by IIED Europe, and exploring the creation of a US hub and a youth network.
