Consideration of accreditation proposals – Addendum VII Re-accreditation assessment of RAPL049
Summary
The Green Climate Fund (GCF) Secretariat and Accreditation Panel (AP) assessed World Wildlife Fund, Inc. (WWF-US) for re-accreditation. The AP recommends re-accreditation for a second term with a medium project size limit and medium environmental and social risk category (B/I-2). While WWF-US met most fiduciary and gender standards, it partially failed the GCF Revised Environmental and Social Policy due to its institutional grievance redress mechanism (GRM) lacking independence, legitimacy, transparency, and predictability. Re-accreditation is conditional upon the AE adopting and publishing a compliant GRM policy. The assessment highlights the success of the 'Bhutan for Life' project and WWF-US's broader climate strategy, which includes a target for renewable energy to provide 50 per cent of global energy supply by 2025.
Key insights
- The Accreditation Panel recommends the re-accreditation of WWF-US for a second term with a maximum individual project size of 'medium' (above USD 50 million and up to USD 250 million) and a maximum environmental and social risk category of 'medium risk (category B/I-2)'.
- Re-accreditation is subject to a condition that WWF-US must adopt and publish an institutional-level grievance redress mechanism (GRM) that satisfies the requirements of paragraph 79 of the GCF’s Revised Environmental and Social Policy.
- The current institutional GRM of WWF-US was found to be non-compliant because it is not independent and does not reflect the guiding principles of 'independence, legitimacy, transparency and predictability'.
- The 'Bhutan for Life' (BFL) project (FP050) is the only ongoing funded activity, aiming to mitigate 35.1 MtCO2eq over 14 years and preserve 1.2 million hectares of forests to sequester 206.2 MtCO2eq.
- Operational risks for the Bhutan for Life project include non-centralized planning, weak capacity of executing entities, and delays in completing environmental and social management plans (ESMPs).
- Between December 2017 and December 2021, WWF-US raised USD 187,195,796 from external sources for climate programmes, with annual revenue peaking in 2020 at USD 110,496,909.47.
- WWF-US's climate strategy targets three major outcomes by 2025: renewable energy providing 50 per cent of global energy supply, implementation of effective climate resilience strategies, and at least USD 100 billion invested annually in low carbon and climate resilient futures.
- The AE has a pipeline of four public sector proposals totaling USD 174.5 million in GCF finance, located in Peru, Colombia, Fiji, and Pakistan.
- WWF-US has demonstrated compliance with GCF basic fiduciary standards, the Policy on Prohibited Practices, the Policy on the Protection of Whistleblowers and Witnesses, and the AML/CFT Policy.
- The AE's gender policy and procedures were found to be consistent with the Updated GCF Gender Policy, supported by the use of a gender mainstreaming guide and a Diversity, Equity and Inclusion (DEI) strategy launched in 2022.
