Report on the activities of the Independent Evaluation Unit

The IEU report for Q1 2022 outlines the completion of an evaluation on investments in least developed countries and the progress of the Second Performance Review (SPR). It details the development of 15 GCF Evaluation Standards to ensure high-quality, credible evidence and reports on the unit's budget expenditure, staffing updates, and communication efforts across various digital platforms.

• An evaluation completed in January 2022 on GCF investments in least developed countries (LDCs) recommended operationalizing COP guidance for LDCs, empowering LDCs to take ownership in GCF engagement, streamlining funding modalities, and operationalizing transparent results management systems.
• The IEU is conducting the Second Performance Review (SPR) to assess the GCF's progress during the GCF-1 programming period, specifically regarding its mandate, operational priorities in the Updated Strategic Plan (USP), and its role in promoting a paradigm shift toward low-emission and climate-resilient development.
• As part of the SPR, the IEU completed a Synthesis Study of nearly 200 reports and literature related to GCF-1, a Rapid Assessment of the Progress of the GCF’s USP 2020-2021, and an SPR approach paper.
• The IEU has initiated two new evaluations: one focusing on the relevance and effectiveness of investments in African States, and another providing an independent synthesis of direct access in the GCF.
• The IEU developed 15 GCF Evaluation Standards to provide consistency and high-quality evidence across all GCF evaluations. These standards include Independence, Impartiality and Objectivity, Utility and Value Added, Ownership and Participation, Credibility and Rigour, Transparency, Learning, Human Rights, Gender Equality and Environmental Considerations, Confidentiality, Cost-effectiveness, Ethics, Integrity, Accountability, Competence, and Respect and Beneficence.
• The Learning-Oriented Real-Time Impact Assessment (LORTA) programme completed baseline data collection for Bangladesh and Guatemala and onboarded four new projects in Mexico (SAP023), Senegal (FP138), Nepal (FP172), and Barbados (FP060).
• The IEU is conducting evidence reviews on gender (specifically women's empowerment in developing countries) and the effectiveness of behavioural science interventions on environmental and development outcomes in developing countries.
• The IEU's budget for 2022 was approved at USD 6,487,012. As of 28 February 2022, the total expenditure and commitments reached USD 2,016,911, representing 31% of the total budget.
• The IEU's digital outreach in Q1 2022 included 5,324 visitors to its microsite, over 70 tweets, nearly 40 LinkedIn posts, and a podcast reaching listeners in more than 70 countries.
