Report of the Independent Evaluation Unit for 2018

The Independent Evaluation Unit (IEU) reported progress on its 2018 work plan between January and May 2018, focusing on institutional strengthening, the development of a GCF evaluation policy, and the initiation of several key evaluations. The IEU is developing an evaluation policy through extensive stakeholder consultations and a reference group of international agencies. Key technical activities include the creation of evidence maps for forestry, adaptation, and transformational change, as well as a study on the evaluability of the GCF portfolio. The unit is also conducting a readiness evaluation and reviewing the GCF results management framework. To support these goals, the IEU has established partnerships with organizations such as the FAO and the Global Development Network and has launched a new website and newsletter to communicate standards and findings. As of April 30, 2018, the IEU had utilized 22% of its approved annual budget of USD 2,953,867.

• The IEU is developing a GCF evaluation policy, having finalized an approach paper and planned for a draft policy to be shared with partners on 10 August 2018, with final presentation to the Board at its twenty-first meeting.
• The IEU is producing three evidence maps for 2018 focusing on forestry, adaptation, and transformational change, with early findings for transformational change expected by the end of 2018 and others in early 2019.
• An evaluation of the readiness and preparatory support programme is underway, with a factual evaluation report expected in mid-August and a full report for the Board in October 2018.
• The IEU is conducting a study to assess the credibility and evaluability of the GCF approved portfolio to determine if projects can inform results measurably and credibly.
• The IEU has established formal partnerships through memoranda of understanding (MOUs) with the Global Development Network, the FAO Evaluation Office, the International Centre for Integrated Mountain Development, and the Centre for International Forestry Research.
• As of April 30, 2018, the IEU had spent or committed USD 641,578, representing 22% of its total 2018 approved budget of USD 2,953,867.
