Consideration of funding proposals – Addendum XVI Independent Technical Advisory Panel’s assessment
Summary
The Independent Technical Advisory Panel (TAP) assessed nine funding proposals across various regions. Key recommendations include the approval of renewable energy and financial inclusion projects in Mongolia, South Africa, Argentina, and the Pacific Islands, as well as adaptation projects in Bangladesh, Uganda, Vanuatu, and Samoa. While most were recommended for approval, several were subject to conditions regarding technical design (notably water systems in Bangladesh), operational track records (South Africa), and long-term maintenance plans (Vanuatu).
Key insights
- The 'Business loan programme for GHG emissions reduction' in Mongolia aims to reduce 149,290 t CO2 eq annually, totaling 1,194,324 t CO2 eq over eight years, by providing low-cost loans to micro-, small- and medium-sized enterprises (MSMEs), with at least 50 per cent of financing targeted at women-led MSMEs.
- The 'SCF Capital Solutions' programme in South Africa targets the creation of 30,000 jobs in the green sector and the support of approximately 300 MSMEs, with an expected annual reduction of 132,920 tonnes of CO2 eq.
- The 'Catalyzing private investment in sustainable energy in Argentina – Part 1' project targets 400 MW of renewable power projects, estimated to reduce GHG emissions by 614,000 t CO2 eq per year, or 15.3 Mt CO2 eq over the assets' lifetime.
- The proposal to enhance adaptive capacity for women and girls in Bangladesh was criticized for a flawed water component; the TAP noted that rainwater harvesting tanks would only provide water for a few months per year and lacked evidence of necessary roof surface areas for collection.
- The project to shift Mauritius to a low-carbon economy aims to increase grid absorption of intermittent renewable energy to 185 MW, potentially reducing emissions by 681,000 t CO2 eq annually by 2025.
- The Uganda project for resilient communities and wetland ecosystems aims to restore 760 km2 of area across six and nine districts in south-western and eastern Uganda, though the TAP found the estimate of 800,000 direct beneficiaries to be an overestimation.
- The 'Climate Information Services for resilient development in Vanuatu' project is criticized for a top-down technological approach and a lack of a clear maintenance plan for its information systems and radar equipment after the four-year disbursement period.
- The 'Pacific Islands Renewable Energy Investment Program' focuses on seven SIDS, starting with the Cook Islands where it aims to increase renewable power penetration from 15 per cent to 50 per cent in the first phase.
- The 'Integrated flood management' project in Samoa targets 26,000 direct beneficiaries in the Apia urban area through river works, drainage upgrades, and ecosystem-based adaptation (EbA) to reduce flood-related risks.
