Annual Performance Report (APR) AFD - TFSC Programme

The TFSC programme, managed by the Agence Française de Développement (AFD), has committed EUR 242.6 million (37.2% of its total budget) as of December 31, 2020. This includes the approval of two sub-projects in Egypt and Ecuador. The AFD identifies ongoing challenges regarding the financing of climate adaptation, geographical scope for multi-country operations, and environmental and social (E&S) documentation requirements.

• As of December 31, 2020, the TFSC programme has committed EUR 242.6 million, representing 37.2% of the total budget, consisting of EUR 233.6 million in loans (38.0% of the budget) and EUR 9.0 million in grants (23.7% of the budget).
• Two sub-projects were approved by the AFD Board using TFSC resources by the end of 2020: one in Egypt involving the National Bank of Egypt, the Qatar National Bank, and the Ministry of Environment (EUR 154.5M), and one in Ecuador involving Banco Del Pacifico, Banco de Desarrollo del Ecuador, Corporacion Financiera Nacional, Corporacion de promocion de exportaciones e Inversiones, and the Ministry of Environment (EUR 88.1M).
• The AFD identifies three primary challenges in maintaining the programme's attractiveness to institutional partners and local financial partners: the effort required to bridge the climate adaptation investment gap, the geographical scope of multi-country operations in East Africa and the WAEMU zone, and issues with E&S documentation, specifically the language of ESIAs and the GCF consultation process for category A sub-projects.
• For the 2021-2022 implementation period, the AFD identifies South Africa, Morocco, and the WAEMU zone as the primary locations for new operation opportunities.
