ACCELERATING SOLAR ACTION PROGRAMME, GHANA (ASAP GHANA) GENDER ACTION PLAN

The Gender Action Plan (GAP) for the Accelerating Solar Action Programme (ASAP) in Ghana, published in September 2023 by the Green Climate Fund, outlines a strategic framework to ensure gender equality and social inclusion in the deployment of solar PV loans and institutional capacity building. The plan focuses on increasing financial accessibility for women-led households and MSMEs, training stakeholders on gender mainstreaming, and establishing gender-responsive grievance mechanisms.

• The GAP aims to increase financial accessibility for underserved groups, targeting that at least 50% of beneficiary households be "headed by women or underserved groups (elderly, low income, persons with disabilities, migrants, others)" and that at least 25% of beneficiary MSMEs be "women and underserved groups -led and/or focused MSMEs", with women-led or focused MSMEs making up at least 70% of that share.
• To improve loan accessibility, the programme will develop "wider eligibility criteria and dedicated financial products and services" and adapt financial packages regarding payment terms, interest rates, and collateral to meet the needs of women and underserved groups.
• The plan includes comprehensive capacity building for Ecobank loan officers and other implementing institutions, covering "Basic gender and inclusion concepts; financial exclusion and gender bias in credit access; energy poverty and gender" as well as the prevention and remediation of "gender-based violence and all forms of abuse (Sexual, harassment)".
• The programme will integrate gender requirements into the procurement and certification of solar PV vendors, prioritizing teams with a "high presence of women (including in supervisory and management roles)" and targeting that 50% of certified vendors and those providing maintenance services be women.
• The GAP establishes a gender-responsive Grievance Mechanism (GM) based on a "survivor-centric approach" that prioritizes the rights and needs of survivors of gender-based violence (GBV). This includes a Grievance Committee with at least two women members and the development of an operational manual for GBV and diversity-related grievances.
• The total estimated cost for the implementation of the Gender Action Plan is 653,000 USD.
