TERMS OF REFERENCE FORECASTING GREEN JOBS IN AFRICA: STRATEGIES FOR WORKFORCE DEVELOPMENT

This document contains the Terms of Reference (ToR) for a consultancy project titled "Forecasting Green Jobs in Africa: Strategies for Workforce Development." Commissioned by FSD Africa, Shell Foundation, and Shortlist, the study aims to provide granular data on specific green job roles, skills requirements, and workforce supply-demand mismatches in Africa to support a sustainable and inclusive green transition.

• The study seeks to address knowledge gaps left by previous reports, specifically by identifying detailed job roles in priority sectors such as "solar installation, e-mobility, regenerative agriculture, and circular economy industries."
• A primary objective of the research is to analyze the workforce pipeline and identify "skills mismatches between training programs and industry needs," while suggesting how higher education and vocational institutions can better align with market demand.
• The project places a significant emphasis on gender inclusion, aiming to identify high-growth green job roles for women and develop "pathways for greater inclusion, particularly in technical and leadership roles."
• The research will investigate the role of small businesses in the green economy, specifically assessing "how small businesses can scale employment" in sectors including waste management, e-mobility, and solar.
• The consultancy is expected to deliver several specific outputs, including a "Green Jobs Sector Report," a "Gender Inclusion Report," and a "Green SME Employment Playbook."
• The project is scheduled to start in July 2025 with a maximum contract duration of 6 months.
