NEW YORK DECLARATION ON FORESTS PROGRESS ASSESSMENT

This report assesses progress toward Goal 5 of the New York Declaration on Forests (NYDF), which aims to restore 150 million hectares of degraded landscapes and forestlands by 2020 and an additional 200 million hectares by 2030. The assessment focuses on pledges made under the Bonn Challenge and commitments within Nationally Determined Contributions (NDCs) submitted to the UNFCCC.

• The Bonn Challenge has surpassed its 2020 target of 150 million hectares, reaching a total of 156 million hectares of pledged restoration. This total represents 45 percent of the 2030 goal, with 94 million hectares pledged for 2020 and 62 million hectares for 2030. As of the report, 45 public and private entities have made commitments, including 38 countries, four subnational jurisdictions, one company, and two public-private partnerships.
• Actual implementation of restoration pledges remains limited, with achievements accounting for less than 10 percent of the 2020 goal. Specific examples of progress include the United States restoring over 12 million hectares of its 15 million hectare contribution and Pakistan's Khyber Pakhtunkhwa province restoring 350,000 hectares through the Billion Tree Tsunami Afforestation Project.
• Forest landscape restoration (FLR) is widely mentioned in Nationally Determined Contributions (NDCs), with 122 out of 165 NDCs containing FLR commitments. However, only 20 percent of these include quantifiable targets. If these quantifiable targets were pledged to the Bonn Challenge, they would equal 12 percent of the 350 million hectare goal.
• Quantifiable FLR commitments in NDCs are often conditional on international support. For sectoral targets, 72 percent of hectare targets and 64 percent of tCO2e targets are conditional. For economy-wide NDCs, 65 percent of those including forest and land commitments are conditional upon international support.
• Regional initiatives are supporting the broader restoration goals. These include the African Forest Landscape Restoration Initiative (AFR100), which aims to restore 100 million hectares in Africa by 2030, and Initiative 20x20 in Latin America. Additionally, nine Mediterranean countries signed the Agadir Commitment to accelerate action against degradation.
• The Restoration Opportunities Assessment Methodology (ROAM) has been used in over 26 countries to prioritize FLR interventions. Brazil and Mexico, along with Malawi and Uganda, have completed the process, while eight Asian countries are currently undertaking assessments.
