EU ETS Emissions 2019

The report finds that 2019 EU ETS emissions fell by 7.8% to 1612 million tonnes of CO2. While coal power emissions have dropped 43% since 2013, the power sector still accounts for 52% of total ETS emissions. Notably, coal-fired blast furnaces in the steel sector have become the largest emitters in seven countries, including the UK, France, and Spain.

• Total 2019 emissions under the EU ETS decreased by 7.8% (137 MT) to 1612 million tonnes (MT) of CO2, or 8.4% to 1541MT when aviation is excluded.
• The power sector experienced a 29% fall in total emissions between 2013 and 2019, driven by a 43% reduction in coal power emissions. Specifically, hard coal emissions fell by 57% and lignite emissions fell by 26% during this period.
• Despite declines, the power sector remained the largest source of emissions in 2019, accounting for 52% of total EU ETS emissions (844 million tonnes of CO2). Lignite power plants alone were responsible for 17% of all EU ETS emissions while generating only 9% of Europe's electricity.
• Coal-fired blast furnaces in the steel sector have become the largest CO2 emitters in seven countries: the UK, France, Spain, Austria, Netherlands, Finland, and Slovakia. The steel sector as a whole represents 8% of EU ETS emissions.
• Poland's hard coal emissions exceeded Germany's in 2019 for the first time, with Poland's share of Europe's hard coal emissions increasing from 16% in 2013 to 33% in 2019. Coal power accounts for 62% of Poland's EU ETS emissions.
