Melhorando o Processo de Contratação de Estudos Socioambientais em Projetos de Infraestrutura Terrestre

Bidding documents often fail to specify the products to be delivered, delivery deadlines, or the percentage of the study dedicated to socio-environmental components.
• There is a lack of clear criteria in bidding documents for EVTEA and EIA, making it difficult to understand how budgets are allocated to specific socio-environmental components. Furthermore, the government often fails to justify the maximum reimbursement prices in Manifestation of Interest (PMI) processes or the reference prices in traditional bidding.
• Budget analysis of EIAs for the Ferrogrão railway and the BR-364 highway shows that the majority of funds are allocated to diagnostics of physical, socioeconomic, and biotic environments (54% for Ferrogrão and 57.6% for BR-364). In contrast, only 6% of the budgets in both cases are dedicated to impact assessment and the proposal of socio-environmental mitigation measures.
• The report suggests that a significant portion of diagnostic analysis currently performed during the EIA phase could be moved to earlier stages, such as the EVTEA or a proposed new 'pre-feasibility' phase. This shift would prevent unviable projects from reaching the bidding stage and allow EIA budgets to be focused on actual impact evaluation and mitigation.
