A IMPORTÂNCIA DE APRIMORAR A DEFINIÇÃO E A DELIMITAÇÃO DA ÁREA DE INFLUÊNCIA DE PROJETOS DE INFRAESTRUTURA

The 'market access' approach demonstrates that municipalities far from a project can be significantly impacted by changes in transport costs, while some municipalities the project physically crosses may see no improvement in accessibility.
• The document recommends that the definition of the area of influence be separated from its delimitation, and that the area affected by changes in economic, social, and environmental dynamics induced by the project be explicitly included as a criterion.
• To improve project synergy, environmental parameters should be incorporated into the EVTEA stage, allowing the subsequent EIA to refine and deepen the analysis rather than starting from scratch.
