Meeting Emerging MRV Needs in China, Germany, Italy, and the United States: Are Countries Prepared?

This 2012 report by the Climate Policy Initiative evaluates the preparedness of China, Germany, Italy, and the United States to meet emerging measurement, reporting, and verification (MRV) needs. It finds that while most countries are well-positioned for emissions tracking, significant gaps exist in tracking the impact of mitigation actions, particularly regarding sub-national data in China and the U.S., and policy comparability in Germany and the U.S.

• China is well-positioned to report internationally on its mitigation actions due to existing domestic policy tracking, but faces challenges with the increased frequency of biennial emissions reporting. A high priority for China is extending national capacity for tracking energy and GHG emissions to the sub-national level, which is necessary as responsibility for carbon reduction goals is devolved to local governments. Additionally, the reliability and comparability of sub-national MRV systems are critical for the implementation of China's emissions trading system.
• Germany is generally well-prepared for new UNFCCC and EU requirements, as most are less stringent than current practices. While many systems for monitoring the energy transition (Energiewende) exist, Germany needs to better define goals and indicators and improve the comparability of results for mitigation actions, specifically regarding energy efficiency policies.
