Meeting Emerging MRV Needs in China, Germany, Italy, and the United States: Are Countries Prepared?

The report evaluates the capacity of China, Germany, Italy, and the United States to meet evolving international and domestic MRV requirements for greenhouse gas emissions and mitigation actions. While most countries are well-positioned for emissions reporting, significant gaps exist in tracking the impact of specific mitigation policies and coordinating sub-national data.

• China is well-positioned to report internationally on its mitigation actions due to existing domestic policy tracking, but faces challenges with the increased frequency of biennial emissions reporting.
• China's priority is extending GHG and energy tracking to the sub-national level to support the devolution of carbon reduction goals to local governments and the implementation of emissions trading systems.
• Germany is well-prepared for UNFCCC and EU reporting requirements, as its existing MRV systems are often more stringent than the new mandates.
• Germany needs to improve the comparability of its mitigation action tracking, particularly for energy efficiency policies, and update its energy statistics law to better reflect the current technology mix.
• Italy is generally well-prepared for UNFCCC and EU reporting and the implementation of its national emissions reduction plan, though it faces resource constraints for emissions projections.
• Italy requires additional effort to monitor the effectiveness and economic co-benefits of renewable energy policies, despite having substantial existing expertise.
• The United States has strong capacity for emissions MRV and facility-level tracking, making it well-positioned for international emissions reporting and new GHG regulations.
• The U.S. faces a significant challenge in tracking mitigation actions in a coordinated way across different agencies and levels of government to provide comparable information on policy impacts.
• The U.S. federal government needs to improve the aggregation and comparability of sub-national climate actions to enhance national reporting and federal-state policy linkage.
