Why are land rights IMPORTANT TO BRAZIL?

This infographic by the Climate Policy Initiative and PUC-RIO examines the insecurity of rural property rights in Brazil, detailing how poor titling and institutional complexity lead to violence, deforestation, and economic inefficiency.

• Brazil ranks 76th out of 129 countries in providing secure physical property rights for its citizens, according to the 2015 International Property Rights Index.
• Insecure land rights contribute to significant violence and environmental degradation. Between 1994 and 2015, there were over 770 homicides resulting from land conflicts, and poor titling hinders the ability of environmental agencies to identify those responsible for deforestation.
• Illegal land occupation is widespread, particularly in the Amazon, where 24% of federal land is occupied illegally—an area equivalent to the combined size of Spain and France. Additionally, vacant lands that the government has not formally identified make up over 20% of Brazil's total area.
• Land insecurity negatively impacts agricultural productivity and markets. Only 3% of land in Brazil is leased or sharecropped, compared to 33% in the USA and 38% in Europe. Farmers at risk of losing land often reduce investments or plant unsuitable crops.
• The insecurity of land rights is driven by a complex institutional system, poor recordkeeping, and lack of integration. At the federal level, 11 executive bodies govern different aspects of land property rights, and there is no universal database for public and private properties.
