Indeks Desa Membangun Plus (IDM+): Meningkatkan Insentif Langsung untuk Pemanfaatan Lahan yang Berkelanjutan

This report by the Climate Policy Initiative proposes the 'Indeks Desa Membangun Plus' (IDM+), a reformed evaluation index designed to incentivize sustainable land use and environmental preservation at the village level in Indonesia. • Despite a national framework for Sustainable Development Goals (SDGs) via Presidential Regulation No. 59 of 2017, there is a disconnect where local governments lack specific evaluation indicators to assess village-level SDG performance, meaning fiscal transfers do not currently support ecological improvements.
• The proposed Indeks Desa Membangun Plus (IDM+) enhances the existing IDM by adding 10 universal ecological indicators divided into two categories: land use and natural resource management (village spatial planning and land use innovation), and climate change actions (environmental protection infrastructure, waste management, renewable energy, community-based environmental protection, climate adaptation, community-based climate adaptation, dual benefits of mitigation and adaptation, and community-based dual benefits).
• A case study of 100 villages in 12 districts of Berau Regency showed that most villages have very low (48/100) or low (35/100) ecological performance. While agricultural commodity diversification scored the highest, village spatial planning and social forestry scored the lowest.
• For Berau Regency, the report recommends a 'mixed fiscal instrument' approach. This combines the Alokasi Dana Desa (ADD) as an incentive for high-performing villages with other financial assistance (such as the unused Dana Bagi Hasil - Dana Reboisasi/DBH DR) as affirmative action to help low-performing villages improve their governance.
• Simulations in Berau indicate that high-performing villages could receive an average additional Rp 200 million from the ADD, representing a 12-18% increase over original allocations. However, because this is a zero-sum game without additional funding, it would decrease budgets for low-performing villages, potentially causing political resistance.
• The report identifies that fiscal reforms incorporating environmental preservation are more likely to succeed at lower administrative levels (districts and villages) than at the central government level due to local political priorities and the ability to achieve concrete results.
