IDFC GREEN FINANCE MAPPING REPORT 2025

The IDFC Green Finance Mapping Report 2025 provides an executive summary of green finance commitments made by members of the International Development Finance Club (IDFC) in 2024. • In 2024, IDFC members reported total green finance commitments of $173 billion, which represents a 13% decrease from 2023. This total green finance accounted for 13% of the total new commitments reported by members, a decline from the 19% to 24% shares seen in the previous four years.
• Climate finance made up 96% of total green finance in 2024, totaling $167 billion. Within this, mitigation finance was the largest component at $140 billion (84% of climate finance), while adaptation finance grew by 64% from 2023 to reach $17 billion, largely due to increased investments from the China Development Bank (CDB). Dual-objective finance, supporting both mitigation and adaptation, totaled $9 billion, a 15% decrease from 2023.
• Biodiversity finance reached $8 billion in 2024, with $2.3 billion (29%) dedicated solely to biodiversity and $5.6 billion focused on the climate-nature nexus. The largest sector for biodiversity finance was water preservation, receiving $3 billion (33%), followed by wastewater treatment at $2 billion (20%) and AFOLU, fisheries, and natural resources at $1 billion (18%).
• The majority of climate finance in 2024 was provided by institutions in non-OECD countries, totaling $115 billion (72% of total climate finance), primarily driven by the China Development Bank's domestic commitments. Geographically, East Asia and the Pacific was the largest recipient of climate finance at 63%, followed by Western Europe (17%) and Latin America and the Caribbean (10%).
• Most climate finance commitments were domestic, with 83% ($133 billion) committed in the members' home countries. International climate finance commitments totaled $27 billion, of which 44% ($12 billion) flowed from OECD-based institutions to non-OECD countries, a decrease from 65% ($30 billion) in 2023.
• Cumulative green finance commitments by IDFC members have exceeded $1.9 trillion since 2015. The group is on track to meet its pledge from the 2021 IDFC State of Ambition to mobilize $1.3 trillion between 2019 and 2025, having already committed $1.27 trillion since 2019.
