IDFC Green Finance 2018

This report by the Climate Policy Initiative details the 2018 green finance commitments of the International Development Finance Club (IDFC) member institutions, noting a decrease in total commitments compared to 2017 but a significant increase in adaptation finance.

• In 2018, IDFC members reported $134 billion in total green finance commitments, which represents a 39% decrease from 2017. Despite this annual drop, cumulative green finance commitments since 2015 have exceeded $670 billion.
• Climate finance, which includes activities for GHG emission mitigation and climate change adaptation, made up 93.3% of total green finance in 2018. Within this, green energy and GHG mitigation was the largest category at 85% of climate finance ($106.3 billion), while adaptation accounted for 12.3% ($15.4 billion).
• Commitments for climate change adaptation grew by 57% from 2017 and have more than tripled since 2016. Conversely, other environmental finance—covering biodiversity, waste and water management, and industrial pollution—fell by 63% compared to 2017, representing 6.7% of total green finance.
• The majority of green finance (78% or $104 billion) was committed within the home country of the IDFC member institution. Internationally, the East Asia and Pacific region was the largest destination for finance at 56%, followed by the EU (22%), Latin America and the Caribbean (9%), and South Asia (6%).
• Loans were the primary instrument for green finance, totaling $129 billion or 96% of all commitments. Grants accounted for 2.3% ($3.4 billion).
