Bioeconomia no Novo Governo Lula: Avanços Regulatórios e Institucionais

While it incorporates the 'biotechnological' vision through research and innovation, the 'bio-resources' vision—focused on biomass processing to replace fossil fuels—is not explicitly integrated into the definition and is only addressed indirectly through decarbonization guidelines.
• Institutional leadership of the bioeconomy agenda has shifted to the Ministry of Environment and Climate Change (MMA) with the creation of the National Bioeconomy Secretariat (SNB). The SNB is tasked with coordinating the National Bioeconomy Strategy and the forthcoming National Bioeconomy Development Plan (PNDBio), working jointly with the Ministry of Development, Industry, Trade and Services (MDIC) and the Ministry of Finance (MF).

The Ministry of Agriculture and Livestock (Mapa) manages bio-inputs and planted forests; the Ministry of Science, Technology and Innovation (MCTI) coordinates the PACTI Bioeconomy 2024-2030; and the Ministry of Foreign Affairs (MRE) led the G20 Initiative on Bioeconomy in 2024 to elevate the theme in multilateral discussions.
• Structural policies supporting the bioeconomy include the National Impact Economy Strategy, the National Circular Economy Strategy, and the Ecological Transformation Plan launched by the Ministry of Finance in December 2023. Additionally, the 'Pact for Ecological Transformation' signed by the three branches of government prioritizes regulations that stimulate nature-based economies.
