The Triple Gap in Finance for Agrifood Systems: Annexes

This document provides the technical annexes for a report on climate finance needs for agrifood systems. It details a taxonomy developed by the Climate Policy Initiative (CPI) and the Food and Agriculture Organization (FAO), and describes two methodologies used to estimate finance needs: a top-down approach based on a literature review of third-party reports and a bottom-up approach based on the analysis of Nationally Determined Contributions (NDCs).

• CPI and FAO developed a harmonized taxonomy for agrifood systems that includes six primary sectors: Crop and livestock systems, Forestry, Fisheries & aquaculture, Food & diets, Biodiversity, land & marine ecosystems, and Policy, national budget support & capacity building.
• The top-down approach for estimating climate finance needs for the 2024-30 period involved reviewing 46 reports, though only seven provided quantified assessments of future investment that met the study's criteria for recency, comprehensiveness, primary data, and granularity.
• Data gaps significantly limited the ability to estimate finance needs beyond 2030; only two of the seven reports used in the top-down analysis provided estimates for the 2031-50 period.
• The top-down analysis revealed that 14 out of 29 activities had estimates from only a single source, with the FOLU (2019) report covering half of those activities.
• The bottom-up approach analyzed 167 NDCs as of January 2024, extracting data on thematic areas, finance sources, sectoral coverage, and cost aggregation to create global estimates.
